On April 14th, the first award ceremony for winners of the first National Literature Award in the Field of Law took place

The National Literature Award in the Field of Law was established in 2015 by the Federal Chamber of Advocates. For the first time in Russian history legal science has received an opportunity to reach a new level and to be appreciated properly.
The award has the purpose of contribution to the development of Russian legal science, legal literature and classic legal education (by selecting the best textbooks and learning guides in the field of law), improve the status of the legal profession, support authors and creative teams that are of great importance for contemporary Russian legal science. The fundamental idea of the National Award is stage-by-stage selection based on independent voting. The award ceremony will be held once in two years.
Among participants of the award ceremony, which took place in the Institute for legislation and comparative legal science under the Government of Russia, were President of the Federal Chamber of Advocates Yury Pilipenko, First Vice-president of the Federal Chamber of Advocates Evgeny Semenyako, Executive Vice-president of the Federal Chamber of Advocates Andrey Suchkov, Vice-presidents of the Federal Chamber of Advocates Genry Reznik and Svetlana Volodina, Chairman of the Committee of the Russian State Duma on constitutional legislation and state-building Vladimir Pligin, Director of the Institute of State and Law of the Russian Academy of Sciences Andrey Lisitsyn-Svetlanov, Director of the Institute for legislation and comparative legal science under the Government of Russia Talia Khabrieva, Deputy Chairman of the Science Advisory Board of the Federal Chamber of Advocates Valery Lazarev, Member of the Council of the Federal Chamber of Advocates Sergey Pepelyaev, President of the Guild of Russian Advocates Gasan Mirzoev, other members of the Organization Committee and Committee for the conferral of the National Literature Award in the Field of Law.  
Talia Khabrieva opened the ceremony. “Today an extraordinary event takes place - the award ceremony for the National Literature Award in the Field of Law is held for the first time. It is the result of serious work on selection and assessment of the works presented for the competition. It is very important that all the nominees were, without any doubt, worthy. No matter what field a lawyer works in, the basis of his activity is legal science, it unites our professional community. We would like today’s decisions to be known to the widest circle of lawyers and to everyone who is connected with law.”
“The idea of the Award appeared in the State Duma, Vladimir Pligin clarified. - We thought of finding a way to express our gratitude to scientists whose work is very interesting and objective”. He underlined that this beginning has very significant practical importance. Interpretation of legal provisions by legal practitioners often differs greatly from the meaning attributed to them by law-makers. The reason is that legal practitioners lack knowledge. Filling in this gap is only possible by studying specific literature, therefore, one of the main purposes of the Award is to establish a closer connection between theory and practical application of the law.  
Besides, as Vladimir Pligin mentioned, legal science is closely connected with other branches of science, such as philosophy, sociology, psychology. “We decided that legal literature deserves to be noticeable. Its purpose is not only to play a serious part in the profession, but also to establish an ethical basis for society’s life.” - chairman of the Committee of the State Duma underlined.
Yury Pilipenko expressed his gratitude to Vladimir Pligin for establishing the Award and said that the advocate community, taking into account its significance for the development of the Russian legal system, has decided to support this important initiative. “We could not ignore this interesting proposal and decided to undertake the organization of the award ceremony for the winners. We have achieved a brilliant result - the winners are worthy, which is very important. And this is only the beginning of this serious and extensive project”.
“The National Literature Award in the Field of Law is not only a significant but possibly even a historical event” - Evgeny Semenyako underlined and annnounced the names of the winners.
The winners of the 2016 National Literature Award in the Field of Law are:
– professor, associate member of the Russian Academy of Sciences Gennady Maltsev with the monograph “Ethical Grounds of Law” dedicated to ethical and legal problems of social assistance, legal issues connected with marriage, family, sex relations in the context of current opposition of ethics and immorality (299 votes; awarded posthumously);  
– professor of criminal law and criminology department of the All-Russian State Institute of Justice Anatoly Naumov with a course of lectures in three volumes “Russian Criminal Law” (295 votes);
– first vice president of the Supreme Court of Russian Piotr Serkov with the monograph “Constitutional Liability in the Russian Federation: Contemporary Theory and Practice” (245 votes).
As Evgeny Semenyako mentioned. the fact that the worthiest nominees became winners is confirmed by a significant gap in their rating: the author taking the fourth place received 160 votes.  
Establishment of the National Literature Award in the Field of Law has become a significant event in the life of Russian legal society. The results of the first award ensure that this beginning has great perspectives.

Information
According to the Statute on the National Literature Award in the Field of Law, selection of nominees and voting take place in the following way. At the initial stage, the Organization Committee of the Award prepares a list of nominees based on systematic monitoring of legal editions issued in the Russian Federation by Russian authors. Then the list is sent to the leading Russian law universities (law departments of Russian universities) for voting (in 2016, 32 universities participated in voting). At the final stage the Organization Committee prepares a rating of nominees for the National Award based on the voting results, and presents this list to the Committee for Conferral. The winners are three editions that receive the most votes.
