International activity of the Federal Chamber of Lawyers is governed by the Federal Law “On Advocate’s Activity and the Bar in the Russian Federation”, Charter of the Federal Chamber of Lawyers and bilateral agreements with foreign partners, and is aimed at deeper integration of the Russian Bar in the international legal community.

The main purposes of international activity of the Federal Chamber of Lawyers are: its acknowledgment as an active participant of the international legal community; enhancement of international authority of the Russian Bar; harmonization of legislation in the area of governing advocate’s activity and human rights protection; internationalization of the process of career enhancement for advocates by developing international professional and scientific exchange.

To increase the efficiency of international cooperation, the International Division has been created within the Federal Chamber of Lawyers. The Division is responsible for making contacts with allied legal practices abroad, organization of professional exchange, data collection and analysis on the issues of regulation of the legal profession outside the Russian Federation, representation of the Federal Chamber of Lawyers in international organizations, visa support and reception of foreign delegations visiting the Federal Chamber of Lawyers. 

The International Division prepares responses to professional inquiries of foreign colleagues of the Federal Chamber of Lawyers, foreign bars and law societies, judicial authorities, experts from international organizations, as well as Russian lawyers, concerning international activity of the Federal Chamber of Lawyers; provides information and analytic materials of the Department of international relations; prepares various reports and materials on international activity of the Federal Chamber of Lawyers in Russian and foreign languages, including publications on the website of the Federal Chamber of Lawyers, in social media and in the “New Advocate Newspaper”. 

The Federal Chamber of Lawyers carries out its international activity in the following directions:
1. Organization of traineeships, conferences, seminars with the participation of foreign experts, career enhancement for Russian lawyers abroad;
2. Development of cooperation with foreign bar associations and legal organizations;
3. Participation in international projects, programs, conferences, seminars;
4. Cooperation with international funds and organizations for grants; 
5. Cooperation with international bar associations for protecting the interests of Russian lawyers abroad;
6. Receiving foreign delegations in the Federal Chamber of Lawyers, etc.

In the past few years the acknowledgment of the Russian Federal Chamber of Lawyers abroad has expanded, its international authority has increased. The Federal Chamber of Lawyers is integrated into the international legal community; it is a member of the International Bar Association (IBA). On November 30th, 2013 the Russian Federal Chamber of Lawyers joined the Council of Bars and Law Societies of Europe (CCBE) as the observer member.

The Federal Chamber of Lawyers is extending its cooperation with legal practices and law societies abroad. Some of the long-term foreign partners of the Federal Chamber of Lawyers are the Council of the French Bars, The Law Society of England and Wales, The Bar Council of England and Wales, the German Federal Chamber of Lawyers, the Swiss Union of Lawyers. The Federal Chamber of Lawyers is a participant of the legal platform of the “Swiss-Russian Forum” fund, programs of professional exchange of the German Fund of Cooperation under International Law, partner of the programs of the English Law Week in Moscow, Russian Legal Week in Zurich, Annual Conference on Settlement of International Disputes of the American Bar Association, and other important international projects.

The Federal Chamber of Lawyers is developing its relations with the Bars of the CIS and Baltic countries. On October 2nd, 2015, the international conference “Current Issues of Advocate’s Activity in the CIS and Baltic Countries” took place in Minsk. Representatives of advocate communities of Belarus, Russia, Kazakhstan, Latvia, Lithuania, Moldova, Uzbekistan, Ukraine, Estonia and other countries took part in the conference. All the participants expressed themselves in favor of creating a coordination council on the issues of advocate’s activity in the CIS and Baltic countries. The Russian Federal Association of Lawyers undertook organizational support of the event.

The positions of the Federal Chamber of Lawyers in the Asia-Pacific region are also strengthening. In addition to the Cooperation Agreement with the All-Chinese Bar Association signed on May 23rd, 2011, partnership agreements were signed with the Korean Bar Association (2011, renewed on April 10th, 2014), the Japanese Federation of Bar Associations (October 20th, 2014), the Law Society of Hong Kong (May 6th, 2015). Since 2014 the Federal Chamber of Lawyers is an active participant of the Inter-Pacific Bar Association (IPBA) Annual Conference.

The international department organizes an annual International Conference of the Russian Federal Chamber of Lawyers. It is the most important international event held by the Federal Chamber of Lawyers, which traditionally takes place in May-June in St. Petersburg and attracts outstanding representatives of the Russian Bar and heads of advocate communities of foreign countries, legal consulting and legal science, international legal experts, as well as representatives of governmental authorities. Over the recent years the Annual International Conference of the Federal Chamber of Lawyers has been held as part of the annual St. Petersburg International Legal Forum – the largest international forum in Russia for discussing current legal issues in the context of global social and economic goals.
